Not that it really matters, but I think I'd call Cecil and Harford northeast, Baltimore City and county, Howard, Montgomery, AA and PG as central, and call Carroll, Frederick, Allegheny, Garrett and Washington as West.  Just thinking about it from an accessibility standpoint.  I-95 tends to make central.  I-70 tends to make West.

Put me down for Carroll County please.
