I think this has been addressed before as a desire and the conclusion was that the proper structure did not exist to make it a safe and viable mod.  Although it would be cool to have a rear facing seat for those tailgate parties and outtings.  We usually place lawn chairs in the bed and use it as an elevated porch with a view.

There are three equipment levels in the Avalanche LS, LT and LTZ. Your description is rather lacking.
If my guess is right, soak the receiver tube from both ends with something like PB Blaster or other penetrating lube, and hammer at the ball mount SIDEWAYS a bit, not foreward and aft, break the grip of the rust.

A Member here invented the Take-A-Seat. It is a hitch mounted seat that will also serve as a bike rack or a cargo carrier. Again don't drive with anyone in the seat!
