When connecting brake line to new caliper...

There's usually two washers on the brake line where it connects to the caliper with a screw. Do you put the washers on both sides, one on the caliper side and one on the screw side?  Or do you put both washers on one or the other side.  When I took my caliper apart from the brake line, I noticed both washers were on one side, at the bottom of the screw head, but that didn't seem right because where the line meets the caliper it's not sealed by a washer.

One on both sides of the banjo bolt.
