04 avalanche wire obd issue / CIG FUSE

I need your brains. A cig plug in tire pump fried one of my cig lighter wires. Crispy fried. My ODB port doesn't work now and I can't get a fuse in the cig location. Do you think if I remove the cig wires from my fuse panel under the hood will allow the OBD to work? There are 2 wires plugged into the fuse location. I have 2 cig outlets. Is the OBD port connected to the cig fuse? I'm having issues with a misfire and can't check to see what the issue is. What should I do?
Issue 2. My push button 4 wheel drive is always in a different setting when I start up my truck. It is in 4 hi, 4low, 2wd or 4wd. I never know what gear it will be in. Sometimes it will light up 2 wheel drive and also say it's in 4wd, two lights simultaneously. I changed out the push button control last week and it is still doing it. What could it be? How do I fix this?
 
Just saw this.. I believe the power to the OBD port is fed from the same ckt as the cigar lighter.. Depending on the amount of damage you may need to find a new feed to the OBD port. Sorry I don't have current drawings for Avalanches.

I had this issue on my '03 back in 2007. This is what cured it.
