2007 LTZ Parking Brake not holding.

Okay the parking brake wont hold on my LTZ. Here is what is done:
-New parking brake shoes.
-Brakes professionally adjusted
-Parking brake components at the axle are good
-New pair of pull-cables from mid-chassis to the parking brake levers
-Rotors good
This pretty only leaves the main pull-cable from the pedal to mid-chassis, and the pedal assembly.

So when you push the pedal, there is certainly some resistance, and it seems the brake should hold some. I can push it the maximum amount, and it wont hold at all even on a very slight grade. It just plain does not work. The brake shop is blaming the pedal.

So from my research, the pedal self adjusts. Is this true? Is there a reset mechanism in the pedal so that it can adjust from scratch? I feel nothing abnormal with the pedal. I can really see evidence of stretch from the main single pull-cable.

It is an automatic adjuster. See attached for the service manual, follow the diagnosis guide and report back.

I had the same problem with my previous avalanche. The parking brake always worked to an extent, but it was weak and would slip easily. I changed the shoes, didn't help. However, I do not have, and did not use the J 21177-A Drum-to-Brake Clearance gauge. I don't know if this is the key or not. At one point I even had it checked by a mechanic, who said he tightened it up a bit. Still, it wasn't holding very well. When the truck was new, it worked perfect. Never could get it back into that state.
 
If you release the automatic adjuster to give the line slack, and then use the park brake several times does it ratchet it tight again? If no, the automatic adjuster (pedal assembly) is not functioning.
