I love the look of the larger 3rd brakelight. I would like to replace just that part across the top and sand and paint the sail panel.

Do I HAVE to replace the sail panels if I go with the replacing the top part/Brake light? Will textured sail panels fit with the EXT top part?

2nd question If I replace the sail panels with EXT do I HAVE to replace saddlebags- toolbox covers or can I paint them as well? Do they fit with EXT sail panels?

You will need all of the smooth parts for it to fit nicely.

There have been a few that have hacked together some of the parts, but the smooth parts are of a different size and shape.

The smooth parts will attach to any Ava/EXT, however.

EXT4ME is correct, there are many older threads which discuss trying to install the EXT 3rd brake light on an AV, many photos too. If you just change the top center part with light you will have gaps on each side. The only way to do it right is to change all the top cladding parts including sail panels inside and out as well as toolbox covers and some times tailgate trim as well for best fit. So in general it will cost about $1,500 in parts and what ever your cost to get it all painted too. If you do it yourself you will probably need lots of spare cladding clips too since they tend to break.

will sail panels 3rd brakelight and tool box covers from 2002 ext fit my 2008 avy

Yes, all of the sail pannel/third brake light pieces were the same through all years. The only difference was between the EXT smooth with large brake light, and the textured Avy with smaller brake light. Otherwise same for all model years. Same with midgate, window and rear storage box sides I do believe.
