Adding 12v constant power

Getting ready to install a wheelchair lift system I built in the truck bed and well need a constant 12v source. Since i will probably never use my trailer hitch plug ever again I was thinking can I not just cut the power and ground wire from the plug and use it to my power my lift system plug. I know there is way to activate the factory hitch plug to provide constant power for trailers with ebrakes. My plan is to hookup this option up under the hood and use those wires diverted to my new plug, the run from where i will need my new plug from the hitch plug is like less then three feet, also will swap out the 40 amp fuse they use with a 10 or 15 amp I will need.

So my questions are:

1- is this a viable option
2- if so, which wires do I use (color) from the hitch plug
3. how do I activate this ebrake constant power thing under the hood
4- Ok to swap out 40 amp fuse with a 10 or 15 amp (lift system max out at 10 amp, the plug is specific, nothing else can plug into it)
 
Just plug into your trailer harness. I am not sure if its constant or only when the key is on but its there as long as the fuse is there. It is only a 30 amp circuit though. If that is not enough you will have to run new wires directly from the battery. (I would strongly suggest this anyhow. With a fuse within 12" of the battery.)
