We have the no more than 4 lights forward at a time here in West Virginia as well, but I suppose I don?t play by the rules  >:D

I?ve got full time ambers and my Fogs on High.. Haven?t had an issue yet, but if I do I can undo it pretty quickly.

Where abouts in VA are you??

Look at the picture in post 3 of the link. For 4 on HI, you only need diode #2 between the 85 pole of the HI Relay and the 85 pole of the LOW relay. That will keep you in compliance with Virginia laws. Using just that, when I have my Lows on, only lows and fogs will illuminate. When I have my HI beams on, only the highs and lows light up
 
I still have mine also and I think most of the long time owners still have them. Most of the owners now have no clue about them. It's like Corvette owners they always wave at other Corvettes on the road but now adays newer owners have no clue.

I'm newish around here but added ambers when I swapped the buckets on my '07 earlier this year.

I also wave to other Avy drivers. They look at me funny, but oh well.

Be the change, or some such.
 
I'll usually flash the head lights when I see ambers coming at me.
But rarely do I see any, the last one was in Southfield MI it was a Black Cladded AV.
