Bed Panel Holding Water?

Well I took off one of the panels today and stood it up on end for a short time while I ran an errand. To my surprise, when I got back there was a puddle of water under it! It didn't rain while I was gone and there is no source of water anywhere near where it was. Has anyone ever seen or heard of this before and if so do you know where to start looking for the possible cause?
 
There are some old threads about the bed panels and how they can retain water if a seal is leaky and there is a hole or crack in the panel. I believe the fix was to examine the seals on the edges while looking for any hole or crack in the panel. I would imagine RTV could seal any hole found on the panel and worst case would be to have to replace the rubber seals. The dealer may have the seals but have read that they are expensive, another source may be from a company like Steele Rubber co.

I have 1 panel that does this.  I haven't taken the time to find the hole, I just stand it on end occasionally on a hot day and most of the water drains out.

They get heavy when full of water and it happens when rain gets under seal between panels and goes inside panel at seam.

to fix make sure dried out.
I let stand on each end for week and the long sides as well.

Seal seams with seomthing.... maye clear FLEXSEAL

or drill drain holes in corners?
