Click on the red "Resources" link at the top of the page, and you will find a link for 2003 specifications. There you should find just about any statistic you would want. There it states the standard 2500 payload is 1958 pounds. Keep in mind that this number is the total of cargo, driver, pasengers, and accessories.

Use your ignition key, turn it, and then pull. You will end up removing an entire plug that contains the lock.
With the plug out, you now have a hole in your bumper. Through that you insert the jack handle extensions and can lower the spare tire. The instructions are in the owner's manual, and on the tag attached to the jack tools pouch in the passenger side box top storage bin.
I like the fact that the locking plug is there. My old Blazer had the same type of spare tire hoist, but no lock. One day I went to a movie, and when I came out I saw the hoist cable on the ground, and no spare tire.
