IPC/DIC fuse pulled, test light Flashes

03 Avalanche, battery drain, using test light, checked all fuses, pulled IPC/DIC fuse. light start flashing, what do I do next?  Has anyone had this problem before?
 
Bad Instrument Cluster most likely. 03 Avalanches weren't the only ones with that problem, Silverados too.
 
I have an 04 avalanche and the battery light flashes and the display reads battery not charging. battery is new checks out at 948 cca the alternator is running at 14.8 volts and the starter clocks in at 11 something. all are normal ranges and all three are new. no broken wires no burnt fuses nothing appears out of the ordinary. did a parasitic draw test today and my park lamp relay clicks and the park lamps and headlights flash which to me indicates the alarm is going off except the horn doesn't sound and the multi meter jumps from almost 16 volts to almost 7 volts. I don't understand why this would happen as I have never set off the alarm on this truck. any ideas? the truck has no problem starting running and driving and it stops on a dime.
 
Does your rig have a voltage display in the cluster? My 02 has the older style with a stepper motor analog display. Easy to see what the system is doing.
