I want to do a good use able lift 3-5" 
Looking for wheel  (offset)
Tire size and overall diameter suggestions


I'm thinking in the realm of 18" wheel

Also I live in pa.  So I can flare 3" but not have tire hang out.

I would look at any of the major lift companies

3" kits

All good kits. Personally I have the Rough Country 7.5" lift and love it. Running 35s now but I ran those with a 3.5" due to my custom front bumper. I am going to 37s next week.
 
Yes, with a 3.5" you should be fine with 33x12.50R18. It also depends on the offset of the wheel. But in most cases I would say yes you would be fine. And worst case would be that you have to do a very small amount of trimming to do along the bottom of the wheel wells in order to not rub at full turn

Whats the advantage of doing one over the other? I know nothing about lifts

Body lift increases the space between the frame and body, suspension lift changes the distance between the frame and ground.  I think a suspension lift is the proper way to do a lift, you can potentially increase your suspension travel with a lift kit, if the kit is not designed well you could have some issues with alignment, but any good one will address that.
