Low beam deflector/diffuser thingy?

Hi,
I was wondering about the little silver deflector/diffuser thingy that's in the low beam side of the headlamp assembly. In case some don't know what I'm talking about, it's a silver rounded piece of plastic that's in front of the bulbs in the low beam side of the assembly. I noticed that there was no deflector/diffuser thingy on the high beam side of the assembly. My question is, do we need to have this thingy in there because we'll blind people or do most people remove this thingy when modding their lowbeam headlamp bulbs to silverstar's, piaa's etc?
Also I checked my '04 AV to see what brand of lowbeams the factory is installing. They're Philips 9006. Does anybody know what the specs are on the Philips stock bulbs, ie: color temperature? Can somebody post a url to a spec sheet?
 
The thing is a reflector which helps reflect any forward light from bulb back onto main reflector and then have a good low beam profile....

The bulbs used for high beam are different and do not have the end of bulb coveed so light is radiated outward and per reflector....

They are different due to design...and I do not think removeing the lo bulb reflector doohickey would give you any benefit....
