Lug 1 & 2 No Power

Hey guys just was under the hood today messing around on my 07 and took the cover off the fuse box to reveal that neither of my lugs were not connected to the harness. No big deal, I havent dont any hauling yet (got her in November). But i did notice that both the 30 amp and 40 amp fuses were in the appropriate slots. My dad was with me and said theres no way those should be hot you should need to put fuses in first, much like how his 04 required pulling a dummy and putting a good fuse in. So we checked and the lugs were both dead. It got me thinking so I pulled the fuses out and tested at the fuse block and they were also dead there.

Any idea why I wouldnt have power going to the lugs? Nothing else is wrong with the truck, I just do not have power going into the fuse and therefor nothing at the lugs

first off if you could post pictures they would be helpful. but if your talking about the two in the front of the fuse box box for the 7 way trailer plug, starting with 07 GM stopped pre-wiring the fuse box, I have attached the file the gmt900 was the factory controller
