My headlight control is not responding

Hi everyone I would like to tell you all about one disturbing feature in my 2011 avalanche, since I bought it 5 years ago I can’t control or switch my headlights when shifting the gear shifter to R or N or D . It just stays on until I shift back to P then I can turn it off , otherwise it stays on
Also I believe it is imported from Canada I read the catalog it says that my car according to Canada regulations
Anyone have solution for that? , appreciate your help .

Perhaps there is regulation in Canada that the lights must be on once shifted out of park?
If so, I'm not sure how (or if possible) to change.

Haven't tried turning mine off while out of park. Not sure why I would ever want to do this in the dark since the fog lights (if on) would also go off. It kind of sounds like how things should work IMO. I believe the DRLs turn off during daylight if you are driving and turn the headlights off. Does the owners manual shed any light on this? Pun intended.
