Need ignition-only fuse on the INSIDE fuse panel!

Truck:  2007 Avalanche LTZ

I'm hooking up a dash cam, and hardwiring it to a fuse.  I need a fuse that's located in the fuse panel that's INSIDE the truck (under the dash on the left there) - not one that's in the fuse box under the hood as I DON'T want to have to run a wire from there, through the firewall, inside.  I have a Cellink B battery (made for dash cams) which will power the dashcam when the truck is off, but the Cellink battery needs an accessory fuse.  I DO NOT want to connect it to a fuse that's always on.

On the internal (dash) fuse box:

I've checked all the fuses with the truck off, no key in ignition, and marked all the ones that have 12V running through them.
I turned on the truck, and tested the others (the ones that didn't have power going through them) - they STILL don't have power going through them.

Are there any fuses on the dash fuse box that I can use?  I need a fuse that ONLY has power going through it when the truck is on.

If that's the case, then the easiest thing to do I think is to tap into any ignition wire under the steering column cover that is hot when key is on, using an inline fuse holder.
Solder and tape connections.
Done.

Ok - new question:

Can anyone suggest an easy to access wire that has power going to it ONLY when the truck is running?  And something that is NOT critically important in case any damage occurs during modification.

I have located an ignition activated terminal in the junction block just above where your left foot would be while sitting in the drivers seat. I am not sure of the panels actual name. It has several plugs connected into it and several open spots w/o plugs connected. I wanted to utilize the RAP (Retained Access Power) relay but have not been able to locate it in my 2009 thus far. I Did find it in my 2002 and created several circuits that function just like the RAP circuit.

Where's the camera being mounted? Try pulling power from one of the wires in the rearview mirror.
