No ABS Light and No ABS

2004 Z71. The ABS light comes on at POST and extinguishes properly. No apparent codes or annunciators for either ABS or engine. Checked both fuses (60A and 10A) in the fusebox and driver side. Both good.

ABS for sure does not function.

Is this a dead ECBM? My next step is to try a scan tool for any 'hidden' codes.
