Red `02 FTDRL(amber) 12:50am rt 695 Baltimore

Hey cant swear it was me but its a good possibility.  Red 02 here with FTDRL's and at 12:50 that usually when I am out driving.
 
A.M. or P.M.???? `cause yesterday on Rt. 95 S by jessup I saw a Red Avy with ambers just after lunchtime .....like 12:45pm.
Dude was chewing on a straw......lol wasnt looking at me though...there was a State Cop in median with lights going.
 
That wasnt me I was at work at that time.  I have yet to see ANYONE with full time amber's.  Whats the deal?
