Rustproofing

I noticed that paint is visible through the rustproofing over the rear wheels. Is this normal or should I be concerned?
 
I have noticed this also in a few small spots. It seems that rocks thrown up from tires create holes in the rustproofing.

It is real noticable when you spray the area clean with a hose.

3M makes a good rustproofing in a spray can I use to touch up area. I also use it on rocker panels and other area that always rust out on Chevy trucks.
