S&B Air Filters

hey just got my procold recently and received an S&B Filter rather than a K&N. Called Pro Dyno and they said it was a better filter...anyways... my filter has this rubber-type cap on the end of it and i was wondering if it is supposed to come off or not... Anyone heard anything about S&B Filters heres a pic of one... http://www.bakerprecision.com/images/sb2.jpg mine is similar except it has a rubber thing where the hole is

the open ended filter top is usually the best to go with...more air....more power.
