My 07 has a steering wheel pealing. Is a new one hard to install?

No it's not real hard. Just get a steering wheel puller and disable the airbag system.

i'd also replace the clockspring in there while you're at it with a new one. You're already doing 90% of the work. Just make sure you watch a video so you know how to do it correctly.

Yes you can.
