TX, NM package????

Regarding the package for the WBH that consists of fender flares and luggage rack.....I live in TX and my truck did not come with it...is that an option or is it required for those states????I did not get into Ava's till after I got mine..so I had no clue of this package for TX, NM..........trucks!!!Will someone help me to clarify this issue, from what I have read it seems as if it is required for those states ???But then I think maybe its like the King Ranch from F@%D or the D@dge Texas edition that are special edition trucks....thnks ???
 
Mine came with fender flares but not the luggage rack.
When shopping for an Av I noticed some had both and some had one or the other.

I think your situation must be similar to mine. Until later in the build cycle, I don't think they offered the TX, LA, etc. package. Mine is an '04 WBH without a rack either.

Check your build date on the sticker located in the driver side door jam. Mine is 08/03, an early '04 model. Also, does yours have a large and small sunvisor on each side? That supposedly is a carry-over from the '03's in early '04 builds. The rest of the '04's only have one visor.
 
I've must have an early 04, dual sunvisors, no flairs or rack, I do plan to add flairs.

They are all options, not required by any state.

The TX or NM packages I believe are just stickers/decals that GM has put together to help boost and keep sales high in one area of the country. They can be added to anything.

Just like the "Avalanche edition" (hockey team) avalanches that came out in late 2001 for Colorado people. Most dealers installed these stickers simular to the "Texas edition" stickers that I have seen. Never seen any NM edition stuff yet.

I know of several people that have gone to the dealer and said "I want a Colorado Avalanche Limited edition version" after they got their truck, so the dealer handed them three stickers and said "just wipe it down before you put the stickers on or they will fall off." They now have the "Limited edition Colorado AV."

My understanding of the regional package is it includeds a luggage rack and only comes on the WBH models. It also allows for a $1000 discount. Here is a link for the window sticker:

Sometimes I see a model that has the regional discount, but doesn't have the fender flare option such as this one:

So I think all it does is give you a luggage rack and a $1000 discount. I just bought mine about 3 weeks ago, and it had the regional package, as do all the WBH models I have seen. I could be wrong, but that's how my salesman explained it to me.
 
Here's what the NADA book says is in the package:

AVALANCHE TX/OK/LA/CA/FL/NM EDITION, includes (Z82) Trailering equipment, heavy-duty, and (V54) Luggage rack (Requires CC15936 Models and (WBH) Without Body Hardware. -Requires delivery to residents in TX/OK/LA/CA/FL/NM and select counties in Kansas, Georgia, Alabama, South Carolina, Mississippi and Arkansas) *GROSS* Code: PDE

Not sure what the "heavy duty" refers to unless mean a larger radiator and/or transmission fluid cooler.

I may be way off here ???, but I have heard that sometimes a discount package like this is put together to help offset some of the destination charge for areas close to the manufacturing site (my truck says it came out of the Mexico assembly plant).

Some window stickers list it as a $195 option with just the luggage rack because the trailering option is part of another option package.

All AVs come from the Mexico assy plant, BTW.

I have no idea why they offer this option. The general works in mysterious ways.
