Who do i keep seeing at Ft Bragg and Spring Lake?

Almost every time I go to the area lately I see a badass slammed black cladded truck on black wheels. I'd try to meet the owner but I'm usually driving government tractor trailers or very large military equipment so I can't just bust a U'y and catch up.
