Lifted YELLOW AV on tpk

I've seen this Av before on the NJ TPK. It is a lifted yellow Av with a basket and 4 large lights on it...Does anyone know who this is??

I had the WAMO with me but I was going about 70 mph and he was going the other way. I could have tossed it but I would not want to see the aftermath.. Don't forget it had the club logo on it
