Tried Vinegar?
Maybe some (Dilute it!) phosphoric acid if they're really bad.
Presuming chrome cleaner doesn't work....?

Meguiars spray on detail wax on a soft cloth always works for me
Thank you everyone for your feedback I purchased Mother's Chrome Polish and it removed the waterspots with very little effort.
