Never used one, but never had a car stolen either - until recently.

How effective are they and which is more secure, steering wheel or pedal lock?

Most locking device are made out of high strength steel so cutting them quickly is not possible....

Steering wheels are meant to collaspe easily on impact with driver.. so they are easy to be cut, bent over and have the locking device removed... Now for the brake pedal lock is down below, so the criminal trying to work on it will be below the IP and have no viewing of whats going around him/her... plus the brake pedal is also difficult to cut..... so they are unluckly to spend time on your vehicle, they'll go for an easier target!

Thus in IMO go with the brake pedal lock!!
