Transfer Case oil low

Yesterday I took my truck to the dealer to change the transfer case oil for the first time, I have 60,000 miles. The technician told me was a quarter low.
It's that normal?
I never saw any indication of leaks in my garage.

might have come that way from the factory, I know I've read about rear differentials coming that way

I drained mine and refilled with the 2 quarts it requires. I did not measure what came out and do not believe the fill point is just below the fill plug like the rear usally is. He may just have assumed it was low because it was not up that high.
