Welcome to the family. We have quite a bit of activity in the North East Ohio area ( check out NEOCAFCNA ), for a calendar of events.
The question you raise is a good one but one that has been raised and has drawn much blood before. The post in Region I by the "Chief" pretty much sums up the battle over who is in which region. The first attempt to divide up the country into regions resulted in some states which already had a close working relationship, being located in seperate regions. This resulted in much controversy and bitter heated debate.
The regional concept is an attempt to manage the activities of a growing CAFCNA and is a good idea. The problem presented is where to draw the lines in the sand. The lesson learned was DON'T draw the lines between states where a close working relationship already existed and whose boundaries, economies and terrain create a natural alliance between them.
North East Ohio and West Virginia have very active chapters with a joint web site which I invite you to visit.
We have many GTG'S that might interest you and I invite you to participate.
As to why Ohio is not in the Great Lakes Region, the best answer that I can give is that it would also require West Virginia and PA to also be in that region.
